The July 2021 meeting of the North Dallas RC Club occurred on July 21, 2021 via ZOOM. President Josh
Kleen called the meeting to order at 7:03 PM.
A motion was made, and seconded, to approve the June 2021 meeting minutes as published. Approval
passed unanimously, by voice vote.
VISITORS – None
PRESIDENT’S REPORT — Josh Kleen:
The owner of the property to our south has put a 10 foot along our drive in road. He says he intends to
install a combination lock on his main gate that will allow us access to retrieve plans. His long term plans
are unknown. He says he is putting an exotic animal retreat park. He is working with authorities to get
permits. He has indicated that he wants to buy the property our field is on from our landlord. He says he
wants to support us. We need to work with him to continue to have fly over rights and the ability to
Jason believes that we are in no immediate danger of losing the field but need to be aware.
Art Wagner reported that Reffern is in a care facility.
Charles Schafer stated that our field is designated as a park site.
Wayne Shuck stated that the property taxes for the land we are on are based on current usage. And that
what landowner Kyle is telling members is not entirely consistent with what he is telling the Providence

MEMBERSHIP REPORT – Bruce Lakatos:
Bruce thru Art Wagner reports 150 members as of the date of the meeting.
FIELD REPORT — Rex Lawerance:
Field is in good shape. Grass runway mowed to 2 inches.
SAFETY REPORT — Charles Schafer:
No incidents reported.
Rich Phillips reported that people are still taxing on the runway. A large turbine was started on the
apron was concerning. A student on a buddy box had the throttle up when control was transferred. A
LiPo battery was left on the field and could be hit by a mower.
SOUND REPORT – Billy Slater:
We are still in summer hours so sound limit drops to 90 dBa one hour before sunset. Also no internal
combustion flying from 10 PM until 9 AM the next day.
TRAINING – Rich Phillips:
His student is down with back surgery.

CD REPORTS and EVENTS:
Charles Schafer needs a date for the fall float fly so he can coordinate with the city and corps. Josh
stated that it will be either Oct 23 or 30.
Several members new to float flys are building float planes after the successful spring float fly.
Josh reported that the FAA has released the “Trust Test” that is required from recreational flyers like us.
This is a no fail test. The plan is to have the August meeting at the field and walk all members through
this test. This test is at https://www.modelaircraft.org/trust .
Rutting in the field and parking area that happened after the rain at WBOT needs addressing. Kyle has
offered dirt Rex has proposed renting a tractor and Charles said that we may be able to borrow one. A
motion was made to approve renting a tractor at $650 and buying gravel at $450. The motion passed by
unanimous approval. (This spending is by bylaws contingent on the financial officer verifying we have
sufficient funds. — Editor).
There was discussion about the gates with the new fence. The entrance to our field can now be left
open and the gate on Brewer road is to be closed when members are present. Both gates are to be
closed and locked with no members present. A motion was made to approve the change. Approval
passed unanimously by hand vote.
